If BBScanner/Scanner Radio is unable to connect to the bbscanner.com server you may need to configure your phone's "APN" settings.
To enter these settings, go to your BlackBerry's Options screen, then select Advanced Options, and then select TCP/IP.
On the TCP/IP APN settings screen, if there is a "APN Settings Enabled" checkbox, make sure it is checked.

After you configure your APN settings you may need to pull the battery to reset the phone for them to go into effect.
